Ichungwa’s New Bill Seeking to Remove the Auditor General as Head of National Audit Office

A bill proposed by Majority Leader in the National Assembly Kimani Ichung’wa aims to alter the structure of the national audit office.

The Bill, if passed by Parliament, aims to give the Audit Advisory Board control over budgets, human resources, and other key decisions, limiting the Auditor-General’s independence

This legislation would see the Auditor-General removed as head of the national audit office with the Audit Advisory Board taking control over significant operational aspects such as budgeting and human resources.

In her reports,  Nancy Gathangu has rubbed the wrong way both the national and county governments by revealing the loss of multibillion shillings.

The Social Health Authority (SHA) for example,  has come under sharp scrutiny after the latest report revealed how the government embarked on an ambitious plan to sink Ksh104.8 billion into a system it neither owns nor has the right to tweak.

The Auditor General has also exposed how county administrations are dishing out tenders worth millions in disregard of the law.

The audit reports for county executives for the period ending June 30, 2024 reveal that counties routinely violate, ignore or manipulate public finance and procurement laws.
