CoG Threatens County Shutdown In 14 Days Over Budget Allocations

The Council of Governors has issued a 14-day ultimatum to Treasury Cabinet Secretary John Mbadi, threatening to shut down county operations over county budget allocations.

In a press conference on Friday, CoG through its chair Governor Anne Waiguru has demanded the immediate release of funds, claiming that the delays had severely impacted development projects in the counties.

“We, as governors, issue a 14-day ultimatum to the government, failure to which county governments will shut down. We have stalled projects for water, roads, and healthcare. Unless we truly do not care about what is happening in this country—especially since public complaints have consistently been about service delivery and stalled projects—we need to get serious,” Governor Waiguru said.

The council held an extraordinary council meeting on Friday, where it raised concerns over the alleged diversion of county funds and called on the national exchequer to release the County Equitable Share arrears for three months, totaling Ksh.78.03 billion from January 2025.

“County Governments will lose a whooping Ksh.38.4 billion of the Additional Allocations, of which Ksh.24 billion are Conditional Grants from Donors to support critical County projects in Healthcare, Agriculture, fisheries, Water, roads, Slum upgrading and Infrastructure Development,”  the statement reads in part.

The governors are now blaming The Treasury of creating a crisis, then blaming counties for failing to deliver essential services.

“It is becoming increasingly apparent that these systematic budgetary cuts are designed to cripple County Governments, hinder effective service delivery, and ultimately discredit and kill the Devolved system of Governance,” they said.
