Government called upon to provide capitation for special needs education

The government has been urged to ensure it gives special education the attention it deserves in respect to resource allocation.
Dr. Priscilla Nduku Mutua, the principal of Machakos Technical Institute of the blind, most of the visually impaired students are lacking access to education and skills due to financial constraints which she believes the government can ease through proper capitation.
“With a capitation of Ksh 30,000 per student, this can ease the burden on most parents,” she quips.
Special needs education takes a toll on finances whereby most parents can’t afford Braille machine which is instrumental for the visually impaired person.
Dr Mutua also called upon the Higher Education Loans Board to consider special needs students since at the moment majority of them do not qualify.
