Decentralised Funds Accounts Committee Inspects Stalled NG-CDF Funded Projects in Busia County

An inspection visit of National Government Constituency Development Fund projects in Busia County has revealed extensive variations in the expenditure of the money. The Decentralized Funds Accounts Committee, under the leadership of the chairperson Hon. Gideon Mulyungi undertook inspections of these projects in Teso South and Matayos Constituencies respectively.

In Teso South, the Committee toured the stalled construction of Amukura Teachers Training College’s Administration Block, whose sum value is Ksh. 43,500,000. Despite the consumption of nearly half the budget, the project is not near half completed, having been initiated in the year 2018.
The project is a two storey building housing twelve offices, four classrooms, one computer lab.

Still in Teso South, the Legislators inspected the stalled construction of a multi-purpose dining hall at Father Okodoi secondary school which was awarded to a local company in June 2015 at a contract sum of Kshs.13,999,274. According to area MP Hon. Mary Emaase, who was present during the tour; the project has since overtaken the budget with nearly 17Million shillings having been spent on it without near completion.

In Matayos Constituency, accompanied by the area MP Hon. Geoffrey Odanga, the Committee lauded the commendable use of the NG-CDF Funds in the constructing of a storey dining hall and an Administration block at the Mundika Secondary School.

A visual examination of the two projects revealed the possibility of achieving much more development with the funds allocated, with the MPs urging their colleagues to emulate Hon. Odanga’s commitment to service delivery.

“We have observed that most of the projects are within reasonable timelines and of great quality. In Matayos, we have seen strong structures that equate value for money.” Said the Chairman Hon. Mulyungi.
