Education CS Blames Delays in School Capitation Disbursement on Treasury

Education Cabinet Secretary Ezekiel Machogu has acknowledged there have been some instances of delays in the disbursement of capitation funds to schools.

 

He clarified these delays are largely caused by delays in receiving the disbursement from the Exchequer at the National Treasury.

 

“On our part, the ministry has proactively followed up on the release of the disbursement from the Exchequer,” he stated.

 

Machogu said the move is to ensure that the funds are at the respective schools in good time.

 

He was speaking at the end of  the 47th annual delegates conference held at Sheikh Zayed hall in Nyali constituency, Mombasa county. A total of almost 10,000 secondary schools headteachers attended the five-day conference at the port city where the CS performed the closing ceremony. Deputy President Rigathi Gachagua had presided over the opening ceremony.

 

The Education CS reminded the schools principals it will be the ministry’s continuous effort to ensure the capitation funds are in their respective schools in good time.

 

Machogu told the delegates its upon them as schools leaders to strictly adhere to prevailing policies and guidelines on funds issued by his ministry.

 

He warned against illegal levies arguing that there is maximum allowable fees that each level of school can charge.

 

“We have prohibited the collection of illegal fees from learners and their parents,”  Machogu warned.
