KEPROBA Uprising: Protest against Corruption and Incopeteant CEO, Floice Mukabana

Many staff members at KEPROBA have raised serious concerns about the appointment of incompetent Heads of Departments (HoDs) following flawed interviews marred by corruption at the Board level.

Competent employees have been overlooked for lucrative positions due to perceived threats to the CEO, Floice Mukabana.

 

Insiders claim that Mukabana secured her position through questionable means and has surrounded herself with loyalists—Celestine Rono, Maureen Mambo, Peterson Nyachwaya, Austin Macheso, Reuben Wanjala, and Fatma Bashir—who assist in mismanaging the Directorate’s budgets while sidelining hardworking staff.

 

Arbitrary promotions have been handed to two HR personnel who lack understanding of their roles and are quick to appease the CEO and HoDs.

 

Their rise to management has compromised the integrity of the HR department, as they have allegedly accepted bribes in exchange for bending recruitment rules.

 

According to the KEPROBA HR Manual and Public Service Guidelines, these positions should have been advertised externally. However, the KEPROBA Board was misled into approving these irregularities.

 

As a result, staff morale is at an all-time low.

A select few have gained undue advantages through promotions and acting managerial roles that could have been filled by qualified individuals.

 

The majority of staff are calling for an investigation by the KEPROBA Board of Directors, the PS Kombudo, CS Mvurya, and the Head of Public Service to create a healthier work environment. Without action, KEPROBA risks becoming a mere shell of a parastatal.

 

These recurring leadership issues have contributed to a dismal performance rating in the recent Performance Contracting exercise.
