KPA MD moves to restructure port management

Newly appointed Kenya Ports Authority [KPA] Managing Director captain William Ruto has redeployed General Manager Engineering Services Anderson Mtalaki to his former post as Principal Mechanical Engineer at Dockyard section.

The decision was reached after a meeting by the state corporation’s board over the weekend before Ruto signed the letter to effect the changes at the management level at the port.     

The meeting which reached the decision to return Mtalaki to his previous post was held on 10th March immediately the government appointed captain Ruto to succeed acting MD Amb. John Mwangemi.

The new KPA MD confirmed the changes in various departments at the state corporation.

KPA head of container terminal Engineering Eng Julius Tai takes over from Mtalaki in an acting capacity.

Mtalaki has received negative publicity from the media since he was promoted to the post before he was demoted last week.

Mtalaki, being Principal Mechanical Engineer, was promoted less than a year ago to take over from Javan Wanga in a controversial move which has raised more questions than answers. 

The person Mtalaki had replaced is more qualified  than him and should have been confirmed to the position instead of being demoted.

A human rights activist Esther Kazungu had written a protest letter to the relevant authorities on the matter of Mtalaki’s promotion but nothing had been forthcoming.

The KPA board abolished the post of General Manager Human Resources and Administration which was held by Daniel Ogutu and the department was put under KPA General Manager Corporate Services Edward Kamau.

Ogutu who has a three year contract was transferred to head little-known Shimoni port in Kwale county.

Embattled Ogutu does not see eye to eye with Dockworkers Union [DWU] secretary general Simon Sang over the implementation of a medical scheme which has caused        controversy lately at the port of Mombasa.

The KPA MD has transferred principal ethics and integrity officer Charles Kotut to be his new personal assistant with immediate effect.         

KPA Manager Human Resource Mary Wangai has been transferred to Lamu port with Irene Mbogho taking over from her from being Principal  Human resources officer [administration discipline].    

KPA principal Terminal Engineer [Mobile plant] Eng Zaharan Bwengo takes over from Tai who has been elevated to the position of General Manager Engineering Services.
