Appearing before the education committee on Wednesday 7th, the contractor Winfred Mutua told the oversight committee that the reason behind the delay was that they had payment issues with the county government, with the insecurity at various sites from locals making it impossible for the construction.

“We had challenges in terms of payment, and also insecurity from locals, their were places where youth and goons attacked my workers because they claimed the area Mca had instructed them to do so because we had incorporated them,”Mrs Mutua said.
