Omulele Takes National Assembly Experience to Vihiga County
Former Luanda Member of Parliament Christopher Omulele is a man with no barriers of class when it comes to serving the public.
Oumele who has served as a two-term MP shocked many when he chose to contest the Vihiga County Assembly Speaker’s position.
Today, he is the speaker after emerging victorious in a tight race that attracted twelve contestants, Omulele garnered 22 votes against his close rival Hillary Adolwa who got 14.
His move, he says, was inspired by his love for the county and believes he can play a big role in shaping its development agenda.
“It has been a long journey and I owe our beautiful county the best service. And to the honourable MCAs, I am much grateful and delighted for trusting in me, this is a rare opportunity and I don’t take you for granted. Thank you once again,” Omulele said after being elected.
Omulele lost his parliamentary seat to DAP-K’s Dick Maung in a closely contested race, ending ODM’s 15-year dominance in Luanda and Emuhaya.
The outgoing lawmaker was first elected in 2013 as Luanda MP after the larger Emuhaya constituency was split.He managed to defend his seat in 2017 after winning against Arthur Apungu.
He now takes his experience to a county that has been deviled with various challenges pitting the executive and the legislature.
This kind of work will not be new to him because he has served as a member of the speaker’s panel in the national assembly.Being a lawyer by profession,he is expected to rule with solomonic wisdom when the assembly kicks off its business.
His first business will be to foster a good working relationship between the governor and the county assembly. He is also expected to guide the assembly in formulating laws that will guarantee prudent management of county resources.
The new speaker joined the MCAs for their induction retreat in Mombasa where he promised to use an open door policy in his reign.
“As an assembly, we are going to have an open door policy for the purposes of executing our mandate,” the speaker said.
He said assembly at the service board level will enhance capacity building of MCAs in order to perform their mandate effectively.
He also encouraged the MCAs to work on bills that will promote growth and defend the common Mwananchi in Vihiga
The retreat was also attended by Governor Wilber Ottichilo who promised to work closely with the speaker to foster development in the county.
The governor while addressing the MCAs said as leaders, they must dedicate the next five years to service delivery to the people of Vihiga and this can only be achieved through synergy between the Executive and Assembly without forgetting the principle of separation of power.
“I must congratulate those who won the election, it was not easy but you made it, so it’s upon you now to serve your people and prove to them why you deserve that position,” Ottichilo said.
During the induction the MCAs went through Executive Order Paper 1 and composition and functions of the county assembly, assembly leadership and roles, composition and the mandate of the service board.
