Rarieda Member of Parliament Otiende Amollo has analysed the proceedings of the inaugural seating of Parliament that was presided over by President William Ruto. This is what he had to say:

“We have listened to the Presidents speech and I will share with you my thoughts. There are many aspects that are good. He put into context the issue of the CDF and urged it should be re-enacted and rewired in such a way that it is in line with the Constitution and also includes the Senate and that his government should be oversight by Parliament. Thirdly his recognition of the role of the Judiciary including fastracking the swearing of the four appellate judges.

Today we have set a very bad and dangerous precedent of allowing strangers in the House.

“they allowed members of the judiciary and the clergy to cross the floor of the House. Normally they should have entered through the side door.”

When you come to the House, you must abide by the rule of the House.

“The President has said he wants a mechanism by which the CS’s to be appearing on the floor of the House and this requires an amendment to the Constitution not just the Standing Orders. I thought he will have to be properly advised on that one.

He said we are in financial distrait and he should not increase the number of principal Secretaries.
