Sakaja, CEC Mike Gumo in Sh20m Phone Scandal at City Hall

The Nairobi City County Assembly has been petitioned by a local supplier to investigate the issuance of a fake Local Purchase Order (LPO) by City Hall for the supply of 60 phones.

 

Equipeit Enterprises, contracted by the county’s Innovation and Digital Economy department, was tasked with supplying 60 Samsung Galaxy S23 Ultra mobile phones at an inflated price of Ksh 375,000 each. The current market price for these phones is between Ksh 55,000 and Ksh 60,000.

 

The company, owned by youths based in Nairobi, accuses Mike Mayo Guyo, County Executive Committee Member in charge of Innovation and Digital Economy, of issuing LPO 0015995, which turned out to be a forgery and unauthorized. Despite having delivered the phones, the company now risks losing Sh20,000,000.

 

“Whereas we were issued with a Local Purchase Order (LPO) Number 0015995 by Mike Gumo, the Nairobi City County Executive Committee Member in charge of Innovation and Digital Economy, for the supply of sixty (60) Samsung Galaxy S23 Ultra mobile phones at a price of Ksh 375,000 each,” the petition reads in part.

 

It further states: “Whereas we proceeded and delivered the said mobile phones, it turned out after six (6) months that the said LPO was a forgery and unauthorized, and it became apparent that we stood to lose Ksh 20 million due to these fraudulent actions.”

 

The petitioners claim they reported the matter to the Directorate of Criminal Investigations (DCI), but no action was taken. They now want the county assembly to investigate the authenticity of the LPO, compel the CECM to return the supplied phones, and initiate his removal from office.

 

The petitioners fear that investigative agencies have been compromised and have not followed up on the matter despite clear evidence to support their case.
