Visionary Rose Mulwa Elaborates Vision for Machakos

An outgoing lady by the name of Rose Mulwa is seeking the mandate of the leadership of the County of Machakos under the Empowerment Liberation Party (ELP). It’s for this singular reason that The Nation independently sought to hear more from her.

“I’m seeking to provide leaders which is people driven and accountable. This has been lacking in our county no wonder we are always lagging behind. As we speak Machakos County is in ICU. In 2013 and 2017 we were in High Dependency Unit but now we’ve entered the critical care unit of ICU. It’s a shame,” the outspoken Rose Mulwa noted.

Her approach, she says is going to be different. To prove her independence and autonomy, her party the Empowerment Liberation Party is standing it’s ground without any affiliation to neither Azimio nor Kenya Kwanza.
“Once the people of Machakos give me the mandate I will have an independent line of thought because I won’t be subjected to toe the line by any party leader. I won’t be subject of manipulation by anybody.”

Mrs Rose decried the high level of poverty and desperation in Machakos a phenomenon she attributed to the reason people especially the youths are resulting to suicide due to hopelessness and desperation.

“I will initiate development from the ward level. Machakos has got a total of forty wards which I intend to empower economically. All contracts are going to be awarded at the ward level in order to spur development. I will make sure that each ward has a fully fledged hospital, well equipped with staff, medicine and basic necessities. It’s a pity that patients in Machakos are usually turned away and told to buy basic things like syringes, cotton wool, reagents and such. This must end under my Administration.”

Mulwa also plans big in the sector of Job creation which she says she will ensure all the defunct factories are revived. “Machakos is blessed with a qualified human resource but it’s a pity we lack the capacity to absorb them. They end up sliding into drug and substance abuse due to desperation.”

Under the pillar of food security, the incoming Governor says Machakos will never rely on relief food which is nowadays the order of the day.

“I will work closely with the National Government in a bid to create synergy so that we can work on the pillar of agriculture and not just rely on rain fed agriculture but also capitalise on irrigation through utilisation of the waters we shall harvest during the rainy season. After that I will work on processing industries so that we can add value to our homegrown commodities.”

Under the pillar of education, Honourable incoming Governor Rose Mulwa said that she will work to make sure that education is free and accessible to all. No child should be turned away because of lack of school fees. Under my Administration I will work towards making sure education is free and accessible to all and sundry.
Article 43 of the Constitution of Kenya 2010 states:

“Every person has the right
(a) to the highest attainable standard of health, which includes the right to health care services, including reproductive health care;
(b) to accessible and adequate housing, and to reasonable standards of sanitation;
(c) to be free from hunger, and to have adequate food of acceptable quality;
(d) to clean and safe water in adequate quantities;
(e) to social security; and
(f) to education.
(2) A person shall not be denied emergency medical treatment.
(3) The State shall provide appropriate social security to persons who are unable to support themselves and their dependants.”

The incoming Governor believes that Machakos is an industrial hub whose potential has not been fully exploited.

“Machakos is an industrial hub. It’s one of the oldest industrial towns in the Country but due to neglect arising from poor leadership we are lagging behind in development. I’m keen to change this narrative. We are going to increase revenue collection capacity to a tune o Ksh 30 billion which will be ploughed back to develop our county.

“No president will ever come to develop a county. This is a devolved function entrusted to the County Government in question and this is why I’m humbly presenting myself to the people of Machakos on August the Ninth.”
