Legal Sector Budget for Publication is diverted; Kwamboka reveals to Delegated Legislation Committee

Nairobi City County’s legal sector has revealed that they do not have the budget to push for publications and public participation to ensure County regulations are in force.

This was revealed while appearing before the Select Committee on Delegated Legislations by County Attorney Lydia Kwamboka and her team.

They stated that they forward their budget proposals to the Assembly during the making of the budget but the allocation is diverted to other sectors.

“We forward our budget during the making process as the executive legal sector but the allocation is forwarded to other sectors,” Kwamboka stated

Speaking to the Media after the meeting, the Committee Chair Nasra Nanda said the Attorney revealed their sector allocation is diverted and that’s what they’ll be seeking to establish where.

She stated that it is wrong that some of the regulations aren’t in place because there are no funds for publication.

“We have had devolution since 2013 and as Nairobi City County what does this translate to in terms of regulations perspective? What are some of the regulations that have been put in place and why have they not been enforced? The Attorney has informed as that it’s due to lack of budget over the same,” Nasra stated.

She stated that as an assembly and committee, they will set out to establish where the money is diverted to as other sectors like the legal sector not being able to do some of their duties.

“We need to establish where the allocations are diverted to. There could be mischief that is going on and we do not know,” she added.

The committee is set to ensure that the diversion does not occur in the next financial year so that the legal sector can fully execute its mandate
